Watts trained as an architect in Dublin but joined the 64th Regiment as an ensign in 1804, transferred to the 46th Regiment in the West Indies and was engaged in many actions resulting in a very distinguished campaign record. The 46th Regiment came to New South Wales and Lieutenant Watts was appointed aide-de-camp to Governor Macquarie on Friday, June 3, 1814. Watts designed new military barracks, a hospital and two steeples for St. John's church at Parramatta and another hospital in Sydney. He also supervised the construction of a large dam on the Parramatta River to separate fresh water from tidal salt water.
